中國(guó)政府將放寬"綠卡"政策

China will ease the permanent resident application process for foreigners, according to a circular issued by the general offices of the Communist Party of China (CPC) Central Committee and the State Council. According to the circular publicized Thursday, qualifications for permanent residence should be flexible and pragmatic.近日，中共中央和國(guó)務(wù)院辦公廳發(fā)布一項(xiàng)通知，將放寬對(duì)外國(guó)人的永久居留申請(qǐng)程序。根據(jù)周四發(fā)布的這一通知，永久居住的申請(qǐng)資格應(yīng)會(huì)變得靈活務(wù)實(shí)。Evaluation of applicants qualifications should serve the countrys development strategies, reflect market demand and be quantifiable, according to the circular. The country will explore grading applicants qualifications based on their salaries, taxes and social credit.根據(jù)這項(xiàng)通知，對(duì)“綠卡”申請(qǐng)人資格的評(píng)估應(yīng)以國(guó)家發(fā)展戰(zhàn)略為依據(jù)，反映市場(chǎng)需求，并可量化。國(guó)家將根據(jù)自己的工資、稅收和社會(huì)信用，對(duì)申請(qǐng)人的資格進(jìn)行分級(jí)。

For foreigners working in fields with strong government support, conversion of work permits to permanent residence permits should be eased. Outstanding overseas students should be subject to fewer limits if they want to work in China, the circular said.該通知指出，對(duì)于在政府支持力度比較大的領(lǐng)域工作的外國(guó)人，換工作需要永久居留證的情況應(yīng)得到緩解。優(yōu)秀的外國(guó)留學(xué)生如果想留在中國(guó)工作不應(yīng)該受到很多限制。Red tape will be cut in examining and approving applications for permanent residence. For high-level professionals and foreigners who have made outstanding contributions, application requirements should be simplified and waiting time for approval shortened, according to the circular.永久居住申請(qǐng)的審批繁文縟節(jié)應(yīng)減少。根據(jù)通知指示，對(duì)于做出突出貢獻(xiàn)的高層次專業(yè)人士和外國(guó)友人們，其申請(qǐng)流程應(yīng)該簡(jiǎn)化，等待時(shí)間也應(yīng)縮短。The circular also clarified that permanent residence is an identity document for foreigners. Foreigners with permanent residence will enjoy equal treatment with Chinese citizens in purchasing property, childrens schooling, obtaining a drivers license, and other areas of life.通知還明確了永久居住證相當(dāng)于外國(guó)人的身份證件。持有永久居住證的外國(guó)人在購(gòu)買財(cái)產(chǎn)、子女就學(xué)、取得駕照、生活其他方面享有與中國(guó)公民同等的待遇。
